The National Association of Freight and Logistics (NAFL) was founded in Dubai in February 1992 as mandated by the Government of Dubai to respond to the need to bring together the increasing number of freight and logistics service providers in the UAE. NAFL, previously named National Committee of Freight Forwarders (NCFF), is the first national association of freight forwarders to be established in the Arabian Gulf. Shortly after its establishment, on March 31, 1992, NAFL achieved another feat by becoming the first and only national association from an Arabian Gulf country to join the International Federation of Freight Forwarders Associations (FIATA). Since then, NAFL has been a staunch supporter of FIATA. From a total of 24 members at the time of its inception, NAFL has now grown more than ten-fold with a current roster of 260 members.       Richard with Marc Huybrechts - President of European Association for Forwarding Transport Logistics and Customs Services at Break Bulk Europe 2014. This year Richard and Peter Huybrechts will be at this year’s event?

      Known in the industry as the largest event oriented toward project logistics. Break Bulk Europe is an exhibition and educational forum addressing the needs of traditional break-bulkand project cargo logisticsprofessionals.

      The 2014 Break Bulk Europe Conference saw a turnout of more than 5500 participantsand more than 200 exhibitors from all around the world
      with an expectation of higher turnouts this year. During the event, Richard had the opportunity to meet with many of the attending delegates and members, exhibitors, and leaders of the industry to discuss further the project logistics industry.       X2 Projects Member, Fleet Line recently successfully executed another crew boat, measuring 41m x 8m x 12m with with a total weight of 160 tons with a final destination in Dos Bocas, Mexico.

      The operations team had to make elaborate plans to load the crew boat on the break vessel BBC Maine as the 41 meter long crew boat had no cradle available. Theteam had designed and fabricated a bespoke cradle in the FleetLine warehouse based on technical drawings of the crew boat, which was then transported to the allocated berth at Jebel Ali port and required the necessary permission obtained from port authorities for welding and assembling of the cradle onshore.

      Upon the break bulk vessel’s berthing, the assembled cradle was lifted on board, at which point FLS appointed divers who were ready to put the slings around the crew boat. The boat was then safely lifted from water using the ship’s onboard cranes and placed on the cradle.

      FLS also arranged the crew boats agency matters such as crew sign off, coast guard permission, berthing permission, customs clearance etc as a one stop solutions for the whole project.

      Dubai based Fleet Line Shipping has recently loaded a crew boat measuring 41 x 8 x 12 meters, weighing 160 tons from Mussafah, Abu Dhabi port to Lagos. Since the boat had no cradle available, in order to load the same on a break bulk vessel, FLS project team designed and fabricated the cradle basis technical drawing of the boat, which was then transported to the port in dismantled position. Prior vessel arrival, our technical team assembled half of the cradle on shore near the berth, which was then lifted by ship crane. Remaining cradle parts was bolted together on board, ready to receive the crew boat.

      The boat was then lifted by ship crane from water and placed on cradle. The job was well executed by FLS team.

      The 41 m x 8 m x 12 m crew boat, Stanford Pelican, was loaded onboard a BBC Chartering breakbulk vessel destined for Lagos, Nigeria. In order to securely stow the crew boat, the Fleet Line technical team had to design and fabricate a bespoke cradle based on technical drawings of Stanford Pelican.

      The disassembled cradle was delivered to Mussafah port and the Fleet Line team assembled half of the cradle onshore, which was then lifted onto the breakbulk vessel. The remaining cradle parts were bolted together on board.

      The crew boat was then safely lifted from the water using the ship's onboard cranes and placed on the cradle.

      Question: How strong is the demand for ‘out of gauge’ cargo transportation in the Middle East region?

      A standard definition for the term ‘out of gauge’ cargo is any cargo exceeding the internal dimensions of a standard container is considered as out of gauge, or OOG. This cargo can still be loaded onto container ships by using special equipment, such as flat rack, open top containers, but requires special handling devises in addition to the standard quay / gantry crane, together with manual intervention at the time of stowage.

      Question: The importance of specialist experience in this market

      Potential demand for OOG cargo services is huge in the Middle East, especially from the oil and gas and construction industries. Customers want a partner that understands the complexities of OOG cargo, whether it’s arranging the space on a container ship, stuffing and lashing, or securing a police escort and suitable truck for road transportation. However, the number of logistics companies that actually specialise in this niche market is quite limited.

      Question: The experience of fleet line shipping in OOG logistics

      Over the past six years, Fleet Line Shipping Services has become synonymous with out of gauge and project cargo movements. We commenced operations as a Dubai-based NVOCC operator with a range of specialised equipment, while also partnering with a number of feeder operators and shipping lines for slot arrangements. Since this time, customers have approached our company for additional value-added services, including road transportation, stuffing and lashing, customs clearance, and chartering ships for heavy lift cargo. Today, around 70% of our customers are freight forwarders, while the rest are direct shippers or consignees from oil and gas, construction, and earth moving equipment companies.

      We predict that demand will continue to rise for OOG movements in the Middle East, especially in Qatar due to massive infrastructure developments for their world cup preparations. At the moment, a limited number of mother vessels are calling at Doha ports, which means that freight will be routed through Jebel Ali port in Dubai. Another potential market is Saudi Arabia, which is currently under-served in terms of world-class providers of OOG cargo services.

      Question: The irrelevance of size when selecting a logistics partner

      Personally, I cannot understand the reasoning that logistics companies must have large premises or offices in several locations to stand out in their area of expertise. Our experience has shown that customers are comfortable with small service providers for being valued. The big ones will often take longer time to arrive at decisions. We choose hand picked agents everywhere, who know all about project cargo and how to get the work done. To give an example, Fleet Line Shipping recently moved 120 tonnes of oil field equipment with a height of seven metres to Uzbekistan. We had to take permission for temporarily removing the electricity wires in a couple of places in order for the freight to reach its final destination. Our people managed to complete the job with ease without having to bother the receiver much.

      Question: Beating competition from other providers of OGG cargo services

      Fleet Line Shipping has many advantages. For starters, we can quote a rate instantly to containerised OGG customers. This is possible because we know the bay plan a vessel operator can make, thus we know how many slot killings it can be on a container. Additionally, by providing us dimensions and weight with a photograph of the cargo, we will be able to quote the stuffing and lashing charges, while even advising on the centre of gravity and lifting requirements. While our competitors take a couple of days for these things, we can take a few minutes.

      Question: The benefits of an established network of reliable carriers

      For the heavy lift cargo, our advantage is finding the suitable ship at a minimum time frame to worldwide destinations, even to some of the shallow draft ports such as East Timor (Dili), Khorramshahr and many islands in South East Asia and Far East. We choose efficient and reliable carriers to avoid any delays, ensuring that freight moves in and out in the most effective manner.

FLS celebrates warehouse opening

      May 29 – Dubai-based Fleet Line Shipping (FLS) has opened its new warehouse facility dedicated to project cargo in Jebel Ali Free Zone.

      The new warehouse is dedicated to project cargo handling activities, such as lashing and securing, and packing and crating, as well as LCL and LTL consolidation. FLS said that the facility will offer a “one-stop solution for project shipments”.

      In addition to the new warehouse, FLS also offers a temperature-controlled facility with over 15,000 pallet positions.

Fleet Line achieves ISO certification

      July 14 – Fleet Line Shipping Services (FLS) has achieved global ISO 9001:2008 certification, accredited by UKAS.

      To become certified as ISO 9001:2008 compliant, FLS underwent an evaluation process that included quality management system development, a management system documentation review, pre-audit, initial assessment and staff training.

      FLS is certified as meeting the requirements of ISO 9001:2008 for various activities, including project and heavy lift cargo handling, and the handling of OOG cargo using special equipment, as well as international freight forwarding and specialised packing and lashing.

      July 31 – Dubai based Fleet Line Shipping (FLS) has transported a dismantled rig with a volume of about 11,000 cu m from Sattahip in Thailand to Oman’s Sohar Port.

Upheaval weighs on freighters

      The Arab Spring has wreaked havoc with transport companies in the UAE this year.

      Many businesses are reporting drops in orders by 50 per cent, while others have raised concerns about the uncertainty of Qatar’s status as the host of the 2022 Fifa World Cup as well as the need to regulate rogue companies.

      “It was like a dream as the unrest moved from one country to another,” said Mohammed Al Khouli, the general manager of Heavy Load Freight Services in Dubai, which specialises in transporting oilfield equipment and chemicals throughout the region to energy firms.

      “We were overwhelmed, and seven months down the road, we now admit this [recovery] could take a while,” he said, pointing out that the challenges are so great Heavy Load Freight Services in Dubai, a niche company employing 20 staff, may be forced to cut jobs.

      With an estimated 5,000 companies in Dubai, the transport and logistics industry is the backbone of the UAE economy, driving the country’s export and re-export machine with shipments throughout the Middle East, Africa and the subcontinent.

      But now the sector is going through a tough time again three years after the global downturn of 2008 forced companies to cut costs to stay in business.

      Chanaka Malalasekera, the senior vice president of Hawk Freight Services, also in Dubai, admitted he was worried about the slow pace of growth following the Arab Spring.

      “Dubai is the regional distribution hub and when things like this happen, it would take a long time to recover, even if the respective problems in these countries are sorted out,” he said.

      One bright spot was Qatar’s successful bid to stage the World Cup. But that decision recently came under scrutiny when Mohamed bin Hammam, the former head of the Asian Federation and an elder statesman of Qatar football, was banned for life after becoming embroiled in a bribery scandal during his bid to become the president of Fifa.

      Mr bin Hammam has denied the charges.

      Before the controversy, haulage companies were cashing in as the country embarked on huge infrastructure projects. Much of this extra demand was being routed through UAE ports and transport networks, according to Peter Mathew, the managing director of Fleet Line Shipping Services in Dubai.

      The heavy activity in Qatar is being matched by a surge in demand for cargo into Iraq and the former CIS countries in central Asia. But, at the same time, infrastructure projects in Abu Dhabi have slowed this year.

      In addition, the situation in Qatar is variable, said Mr Al Khouli.

      As well as clearing up any uncertainty about the World Cup, freight companies would also like regulations to be eased to cement the country’s position as one of the most advanced transport networks in the Middle East.

      “While the UAE is in the forefront of innovation in the logistics industry, there is still much that can be accomplished by making the systems a little less rigid,” Mr Malalasekera said.

      “We have seen many new systems come into force during the last few years, but these still need fine-tuning in order to make the process more user friendly and less time-consuming.

      “The Dubai trade system which processes imports and exports can take up to two days for passing one bill of entry,” he added. “This kind of delay will make clients lose their competitive edge and also make this technological advancement less prudent.”

      Mr Malalasekera urged authorities to root out rogue companies that give the industry a bad name.

      “We are seeing too many small players without any qualifications or a proper understanding of the business entering the market,” he said.

      “Although they may make a small profit at the end of the day, due to their lack of professionalism they tend to give a wrong impression about the whole industry to various overseas entities, thereby taking away much needed goodwill.”

      Another key move to improve the industry would be to tighten up regulation for insurance coverage on bills of lading issued by all freight forwarders, according to Mr Mathew.

      “Currently, many freight forwarders are issuing documents without having proper liability coverage,” he said. “Trade licence-issuing authorities need to make sure that all freight forwarders have the adequate liability coverage before they issue or renew the licence.”

      Despite the challenges, many companies are optimistic about the long-term future.

      “Although this year started with a lot of hope, it has not turned out as expected,” Mr Malalasekera said.

      “However, we are now again seeing some improvement in the numbers. If this trend continues without any further disturbances, we might be able to end the year on a positive note.”
